Haruhiko Kuroda ( Japanese 黒 田 東 彦 , Kuroda Haruhiko ; born October 25, 1944 in Ōmuta , Fukuoka Prefecture , Japan ) has been the head of the Japanese central bank under Prime Minister Shinzo Abe since March 2013 . As such, Kuroda is responsible for the monetary policy framework for Abe's economic reforms . The internationally controversial reform program, also known as Abenomics , consists of extensive economic stimulus programs and deregulations as well as an enormous glut of moneyon the part of the central bank . Abe and Kuroda try to break through Japan's economic crisis .

The economist with degrees from the universities of Tokyo and Oxford was previously Deputy Finance Minister under Makiko Tanaka from July 1999 to January 2003 , from March 2003 to January 2005 Economics of the Koizumi Cabinet and from February 2005 to March 2013 8th President of the Asian Development Bank .
