Heiki Sibul

Heiki Sibul (born July 26, 1963 in Põltsamaa ) is an Estonian civil servant. He has been Head of the Estonian Parliamentary Administration since 1995 and Chairman of the State Electoral Commission of the Republic of Estonia since 2000 .

life and work

Heiki Sibul graduated from Tartu State University with a degree in law in 1991 . Study visits took him to Oxford University in 1990 and Helsinki University in 1991 . He is the author of numerous legal publications.

Heiki Sibul has been a civil servant in the Estonian parliamentary administration since 1991. From 1992 to 1995 he was Head of the Legal Service of the Estonian Parliament ( Riigikogu ). He has been the head of the administration of the Estonian Parliament since 1995. His official title is Riigikogu Kantselei director .

Sibul has been chairman of the State Electoral Commission ( Vabariigi Valimiskomisjon ) since 2000 . He is responsible for the implementation of the Estonian parliamentary elections and the elections to the parliament . He is considered to be one of the authors of the voting via the Internet , which has been possible since the 2007 parliamentary elections .
