The help to build or to secure a basis of life was a power of social welfare , which was regulated in § 30 BSHG.

The sense and purpose of the service was to encourage self-employment. For example, the procurement of items that were absolutely necessary for starting one's own business could be promoted. The promotion of the commencement of a self-employed activity through this provision was not expressly excluded, but very seldom in practice, since in this respect priority claims of other service providers (especially the Federal Employment Agency) existed. The authorization was at the dutiful discretion of the authority; there was no legal claim.

In the end, this regulation was of completely secondary importance; in the city of Bremen, for example, there were only 50 cases a year in which this benefit was approved. With the change in social assistance in 2005, this benefit was no longer available for SGB ​​XII .
