The International Visitor Leadership Program (IVLP) is a cultural exchange program of the US State Department . The aim is to promote mutual understanding between citizens of the United States and other countries.

The program goes back to the Smith-Mundt Act , the aim of which is to promote a better understanding of the United States in other countries, and to increase mutual understanding between the people of the United States and through educational and cultural exchange the people of other countries ". This law gave birth to the Foreign Leaders Program , which in 1952 became the International Visitor Program (IVP) and was renamed the International Visitor Leadership Program (IVLP) in 2004 .

During their stay, the foreign participants spend time in Washington DC and three changing cities or towns to cover different political, social and cultural spheres. There they come into contact with civil society organizations associated with the program in their respective sectors and visit public institutions. The program was temporarily suspended in the course of the COVID-19 pandemic .

Many former IVLP participants later became heads of state and government.
