Institute for the Protection and Security of Citizens

The Institute for the Protection and the Security of the Citizen (IPSC) is one of the seven institutes of the Joint Research Center , a Directorate General of the European Commission . It is based in Ispra, Italy .

The institute supports the decision-makers of the European Union in a very broad area, which includes global security, global crisis management, maritime and fisheries policy, monitoring of agricultural supplies, the protection of safety-critical infrastructures and nuclear safety. The institute also undertakes statistical studies in these areas. It is based on engineering and information technology skills, including the evaluation of satellite images , structural mechanics , risk assessment and nuclear safety.

The institute has around 500 employees (as of 2008) and is headed by Stephan Lechner .

It has several research laboratories:

  • European microwave laboratory
  • Linear synthetic high resolution radar
  • Optical systems for object and surface characterization
  • Test laboratory for non-destructive material testing in nuclear technology
  • Pulse Neutron Testing Laboratory
  • Sealing and identification laboratory for nuclear materials
  • Container testing laboratory
  • Test laboratory for mine clearance
  • Thermal, electromagnetic and physical equipment exposure laboratory for animal identification
