Instrument for pre-accession assistance

Instrument for Pre-Accession Assistance (Engl. Instrument for Pre-Accession Assistance , shortly IPA ), commonly known as "pre-accession aid" is a financial instrument of the European Union to reform the candidate countries to promote.

The instrument was established by Council Regulation (EC) No. 1085/2006 of July 17, 2006 and has replaced the PHARE , SAPARD , ISPA and CARDS programs that have existed to date since January 1, 2007 , as well as the financial pre-accession aid for the Turkey . In this way, the IPA offers a uniform and streamlined framework.

Aid will be provided for the potential candidate countries on the basis of the European Partnerships and for the candidate countries on the basis of the Accession Partnerships. For the period 2008-2010, including 2007, the budget of the IPA amounts to 5740.6 million euros.
