PHARE
The PHARE program (originally short for English Poland and Hungary: Aid for Restructuring of the Economies , Poland and Hungary: aid for the restructuring of the economy ' ; and PHARE CBC - Cross Border Cooperation ) was one of three instruments of the European Union to the To support the accession preparations of the applicant countries in Central and Eastern Europe . The most important areas of activity were administrative development, investment aid for infrastructures and regional development. It was financed through non-repayable grants. An annual budget of € 1.6 billion was planned for the years 2000 to 2006.

In 1989 PHARE was set up to support Poland and Hungary . At a meeting of the European Council in 1994 it was decided to expand the program to include other candidate countries. Up to 2006 three countries were integrated in this program: Bulgaria , Romania and Croatia . The aid program has expired for the eight member states that joined in 2004, namely the Czech Republic , Estonia , Hungary, Latvia , Lithuania , Poland, Slovakia and Slovenia .
The PHARE program was replaced on January 1, 2007 by the Instrument for Pre-Accession Assistance (IPA) by Council Regulation (EC) No 1085/2006 of July 17, 2006.
tasks
- Administrative reform : the authorities were helped to familiarize themselves with the European Community.
- Investment aid for infrastructure : infrastructure and industry should be raised to community standards. The areas of environment, quality standards, traffic and working conditions were particularly important.
