The Year of Integration Act ( IJG for short ) was published on June 19, 2017 as Article 1 of the Labor Market Integration Act in the Federal Law Gazette for the Republic of Austria and will be approved for persons entitled to asylum and subsidiary protection on September 1, 2017, for asylum seekers who are very likely to be granted protection status, come into force on January 1st, 2018. It obliges recognized refugees and persons entitled to subsidiary protection who cannot find a job to spend one year of integration. While the Integration Act provides for German courses up to A2 level , the Integration Year Act provides for courses from A2 level. The law is part of an “integration package” from the core federal government ( SPÖ / ÖVP coalition). The aim of the law is to take targeted measures for those entitled to asylum and subsidiary protection to integrate them quickly into the labor market.

target group

The target group of the law is explained in more detail in § 2 IJG: persons entitled to asylum or subsidiary protection who received this status after December 31, 2014, as well as asylum seekers with a high probability of recognition who applied for international protection after March 31, 2017. Only people who are no longer subject to compulsory schooling, who can prove their German language skills at A1 level and who are able to work are eligible to participate.

Integration year

Section 3 IJG explains the year of integration. It is carried out by the Public Employment Service (AMS), usually lasts one year and is a modular labor market policy promotion measure that concludes with application training. Persons entitled to asylum and subsidiary protection who cannot be placed on the labor market are obliged to participate and cooperate in the integration year, unless reasons not worthy of consideration can be proven. Asylum seekers with a high probability of recognition are entitled to participate. Named persons who are no longer subject to compulsory schooling but are subject to compulsory training or who are studying, are not obliged to participate.

Integration card

According to § 4 IJG, participants receive an integration card from the AMS, where the progress of the respective integration measures is recorded.

Section 5 of the IJG lists the measures that the participants have to complete during the integration year. According to § 5 Paragraph 3 Numbers 1 to 8 these are:

  • Competence clearing,
  • German courses from language level A2,
  • Clarification and support in the recognition of qualifications and certificates,
  • Values ​​and orientation courses,
  • Career orientation and application training,
  • Work preparation measures,
  • Work training that is not completed as part of an employment relationship, is in the interest of the common good (in the sense of a non-profit activity) and at the same time serves the application and expansion of knowledge and skills, can last up to a maximum of twelve months and for which the governor in question pursuant to § 4 of the Civil Service Act 1986 (BGBl. No. 679/1986) recognized institutions can be completed,
  • other measures.
