Integrated environmental program 2030

With the draft of the Integrated Environmental Program 2030 , the Federal Environment Ministry published the third environmental program in the history of German environmental policy in 2016 after 1971 and 1998 . Unlike the Climate Protection Plan 2050 , which aims at the federal government's climate policy, the environmental program describes the long-term strategy of the Ministry of the Environment in all fields of environmental policy.

With the publication of the environmental program, the then Environment Minister Barbara Hendricks followed an agreement from the coalition agreement and wanted to prepare the work of the Environment Ministry for the legislative period after the 2017 federal election . First of all, the design of the proposed measures should be discussed with the public, associations, academia and the advisory boards of the Federal Government . A departmental vote was not planned.

Together with 15 key objectives and several dozen individual measures, the ministry postulated its right to a right of initiative for bills with environmental relevance, similar to the corresponding right of the family and consumer ministries, and called for a general legal impact assessment with regard to environmental and natural effects.

Environmental policy should become an engine of change on the way to a socio-ecological market economy and a sustainable society.

After precaution as the guiding principle of environmental policy (environmental program 1971) and sustainable development as a model (environmental program 1998), the new central idea of ​​a transformative environmental policy is formulated.

It is emphasized that humanity must act in a safe space of action in relation to the planetary guard rails , that is, that economic and social goals are to be achieved within the limits set by the environment.
