International Carbon Action Partnership

The International Carbon Action Partnership (ICAP) was founded in 2007 by over 15 government representatives as an international forum for cooperation between state and sub-state or supra-state actors who have already introduced emissions trading (EH) in the form of a Cap & Trade program have or plan to introduce. The then governor Arnold Schwarzenegger announced at the founding event:

“The first partnership of its kind will stimulate investment in clean technologies and bring economic growth, while keeping polluters from taking responsibility. And that will help restore the health of our planet. "

José Socrates, Portuguese Prime Minister at the time, also stated that the partnership was created to bring carbon markets together around the world and thereby become more successful in combating climate change. ICAP includes members of the European Emissions Trading Scheme (EU ETS), the Western Climate Initiative (WCI), the Regional Greenhouse Gas Initiative (RGGI), Australia , New Zealand , Norway and the Tokyo Metropolitan Government , Japan , South Korea , Kazakhstan and Ukraine own the Observer status. Members exchange best practices and discuss design features of a retail outlet with a view to a smoothly functioning carbon market. The work of ICAP is motivated by the fact that linking carbon markets can bring economic, social and ecological benefits.

organization

ICAP is conceived as an open forum for governments and public institutions that deal with the implementation of emissions trading. The main organs of ICAP are the plenary and the steering committee. The daily work is supported by the ICAP secretariat based in Berlin, accompanied by the ICAP co-chairs.

activities

ICAP's work is focused on three different areas: technical dialogue, EH knowledge dissemination and EH knowledge training in emerging and developing countries.

Technical dialogue

As part of the technical dialogue, topics such as the linking of EH, allocation methods, MRV (Measurement Reporting and Verification), compensation certificates and carbon leakage are dealt with. Events in this area give representatives of the members of ICAP the opportunity to share their expertise on technical issues with international and local experts and to discuss measures to create a global carbon market.

EH knowledge dissemination

The organization acts as a knowledge platform on existing and planned emissions trading systems, but also on general questions such as the advantages and design options of emissions trading. To meet the growing demand for reliable and detailed information on global emissions trading systems, ICAP developed an interactive and regularly updated map that provides an overview of existing emissions systems. In addition, the "ICAP Status Report: Emissions Trading Worldwide" offers leaflets on all existing and planned emissions trading systems and includes infographics that enable easy comparability. Policy makers and carbon market experts share insights into milestones in the implementation and operation of retail. ICAP also regularly organizes accompanying events at UN climate conferences .

EH knowledge training in emerging and developing countries

Since 2009 ICAP has been organizing courses on technical issues such as design and implementation of Cap & Trade systems for participants from emerging and developing countries. In 2014 the ICAP alumni group had 289 course participants from 39 countries.
