International Commission on Intervention and State Sovereignty
The International Commission on Intervention and State Sovereignty (ICISS) was an ad hoc commission set up on the initiative of Canada with members of various nationalities that proposed in 2001 that the concept of humanitarian intervention should be abandoned and the concept of responsibility to protect (" Responsibility to protect ").
