The International Council of Payment Network Operators (ICPNO), International Council of Payment Network Operators , is an international organization of payment network operators from different countries.

Background and history

The International Council of Payment Network Operators (ICPNO) was founded in 2008. The aim of the International Council of Payment Network Operators (ICPNO) is to develop common standards and rules for the global interoperability of national payment methods based on online banking.

The following representatives of online banking-based payment methods took part in the constituent meeting of the ICPNO in London: giropay on behalf of Germany, iDEAL (payment transactions) from the Netherlands, VocaLink (UK), NACHA (USA) and Interac (Canada).

Goal setting

The Council's task is to create a framework that enables global interoperability of national networks offering alternative payment options , allows access to consumers and merchants in other networks, and increases the volume of transactions in all participating networks. Membership in the Council is open to representatives of payment network operators around the world and organizations wishing to establish networks in their country.

Online banking-based payment methods enable consumers to pay for their purchases on the Internet easily, confidentially and securely using their usual online banking. But such real-time bank payment methods are also attractive for merchants because they enable immediate payment authorization and guarantee without the risk of a return debit.

The aim of the ICPNO initiative is to network all participating procedures so that a consumer in country A can shop at an online retailer in country B via online banking. The group is currently working on defining the interoperability requirements for the procedures and has made good progress so far. It will meet at regular intervals to further develop the ICPNO standards for global interoperability of procedures, taking into account important issues such as technology, international payment processing, legal compliance, security, communication, fee structure and exchange rate mechanisms.

The ICPNO is already in contact with the European Payments Committee (EPC) in order to work together to minimize the risk of unnecessary duplication or the development of conflicting standards.
