A curious penguin named Jasper drifts out to sea on an ice floe one day to explore the world. After arriving at a port in a small town, he meets a little girl named Emma. Jasper has lived in a store's storeroom ever since. Since Jasper has no experience of living in a city, he always faces problems, which he solves with the help of Emma and other city dwellers.
