Johann Jakob Keller was born in the Haus zum Half Mond in Siblingen as the son of Hans and Verena Keller - Vögeli. The father was a builder and mayor and lived from 1811 to 1886; the mother - she came from Gächlingen - was also born in 1811 and died in 1882. Jakob was the second youngest of five children. In Germany he then learned the trade of beer brewer and perfected his training at the higher private college for farmers and brewers in Worms. For several years he worked in his learned profession in Germany and France. Due to a serious illness, however, he returned from Annecy (Haute-Savoie) to his homeland, where he then devoted himself to agriculture.

Jakob Keller soon served the Siblingen community in numerous functions. As a forest manager, he expanded his knowledge in this regard by attending the first cantonal forest course under Professor Wiedlisbach. He was also central administrator, justice of the peace, civil registry officer, cattle inspector, fire chief, and member of the school board. Above all, however, he was elected mayor in 1885 as the successor to his brother Johann Georg (1838-1892) who had emigrated to America. He held this office for ten years until he joined the cantonal executive.
