Canton of Ottersberg

The Canton Otterberg was from 1 March to 31 December 1810 an administrative unit in the district of Verden the northern departments in the Kingdom of Westphalia . After the annexation of the areas west of the Weser by the French Empire , the canton belonged to the department of the mouth of the Weser , Arrondissement Bremen, from January 1, 1811 to November 1813 . The main town of the canton and seat of the justice of the peace was Ottersberg in today's district of Verden (Lower Saxony). The canton consisted of the Mairien Ottersberg, Horstedt, Fischerhude and Kirchtimke and had 8,940 (1811) and 8,264 (1812) inhabitants. The reliability and comparability of these population figures is limited due to possible errors in the official statistics - which were also not uncommon in the statistical data of the Hanoverian administration before and after the "French era" - and due to changes in the administrative affiliation of individual places.

The president of the cantonal assembly in 1812 was Georg Hintze, prefectural councilor and arrondissement councilor in Ottersberg.

The canton bordered the following cantons from 1811 to 1813: canton Rotenburg in the east, canton Achim in the southwest, canton Lilienthal in the west, canton Beverstedt ( arrondissement Bremerlehe ) in the north and canton Zeven ( department of the Elbe estuaries , arrondissement Stade ) in the northeast. The border between the departments of the Weser and the Elbe ran from Rockstedt to Brauel along the Oste, turned south directly behind the village of Brauel, and then went around Zeven. The northern (Brauel), western (Badenstedt) and southern (Oldendorf and Brüttendorf, Canton Rotenburg) neighboring towns of Zeven were thus separated from Zeven by the departmental border.

The area of ​​the canton of Ottersberg largely corresponded to that of the former office of Ottersberg and the former patrimonial courts of Rhade and Badenstedt. The village of Groß-Sottrum, the hamlets of Everinghausen and Fährhof as well as the farms of Dodenberg and Barkhof were replaced by the former office of Rotenburg , the villages of Ostereistedt, Rockstedt, Godenstedt and Brauel, the hamlet of Wennebostel and Hof from the former office of Zeven (possibly not until the end of 1811 or 1812) Hemel added to the canton of Ottersberg. In contrast, most of the villages of the Ottersberg moorland Hüttenbusch were assigned to the canton Lilienthal, Mairie Worpswede, the villages Heidberg and Seebergen (Moorvogtei Heidberg) were assigned to Mairie Lilienthal, and finally the villages of Nartum, Steinfeld and Winkeldorf, which were previously part of the Ottersberg and probably also belonged to the canton Ottersberg, in 1812 part of the canton Rotenburg and the Mairie Gyhum.

Administrative structure and number of inhabitants

The comparison of the population figures from 1811 and 1812 with the number of fireplaces from 1791 and 1823 and the inhabitants of each place in 1823 is intended to give indications of the population development of the places mentioned between 1791 and 1823, but above all to ensure the plausibility of the population numbers the years 1811 and 1812 to review. The comparison with the official affiliation of the places in the years 1791 and 1823 should show whether and to what extent the French authorities have followed the previous administrative division and whether or not the Hanoverian administration returned to the state before 1810/11 after 1813.

The information on administrative affiliation and population of all places in the years 1811 and 1812 is given here based on the information in the official yearbooks of the department. In principle, the reliability of the information in the yearbook from 1813 (with data from the year 1812) is to be rated higher because there was already experience with the new administrative structure and because this yearbook was written and printed in the department of the Weser estuary itself. In addition, there is literal mention of the fact that the information was given “in accordance with the latest recipes” (corrections). Whether deviations from the information in the 1812 yearbook represent corrections or reflect actual changes in administration would have to be checked in each individual case using the ordinances on administrative organization. Finally, it would have to be determined on the basis of the relatively few administrative files received from the arrondissement, canton and Mairien whether the officially prescribed administrative structure has actually been followed in practice. This should be checked especially for the places that were to be managed from a different place than before during the "French era". For the canton of Ottersberg this applies, for example, to the administration of Sottrum from the Mairie Horstedt or the affiliation of the villages of Mairie Kirchtimke, which formerly belonged to the Zeven office.

The division of the Mairie did not follow the division of the parishes. Wilstedt did not have its own mairie. Several villages that belonged to the Wilstedt parish (Fischerhude, Buchholz, Dipshorn and Quelkhorn) became part of the Mairie Fischerhude. Nartauen, which ecclesiastically belonged to Otterstedt, was apparently part of the Mairie Horstedt in 1812.

Dannenberg was probably erroneously listed under the Mairie Ottersberg in 1811/12. Hollen is probably a single place to live near Nartauen (near today's street “Im Hollen”). This residential space was not listed separately in 1791, 1811/12, or 1823, only in the Statistical Yearbook for 1813.
