The Disaster Protection Medal (Hessen) was donated at the same time as the Disaster Protection Merit Medal (Hessen) on May 22, 2003 by the Prime Minister of the State of Hesse , Roland Koch, for the recognition and appreciation of services to disaster protection in Hesse. What is unusual about the foundation decree is that the foundation decree refers to two awards. These are:

  • Civil Protection Medal and the
  • Civil Protection Merit Medal.

Both medals in their grades are identical except for one small difference. Instead of the colored coat of arms of Hesse, the disaster control medal has a monochrome coat of arms corresponding to the level awarded, i.e. H. in bronze, silver or gold, whereas the disaster control merit medal has the ribbon and medal for all levels in the typical colors of Hesse. In order to avoid confusion and because both medals show common administrative regulations, this article treats both types of medals separately.

Civil Protection Medal

The disaster control medal is awarded to all members of state-recognized units and institutions. The classification created for this is:

  • Level I: Bronze civil protection medal for at least 10 years of active service
  • Level II: Silver Civil Protection Medal for at least 25 years of active service
  • Level III: Gold disaster control medal for at least 40 years of active service

General

If a higher level is awarded, the lower level must be discarded, but remains in the possession of the person lent. All three stages are handed over by the responsible district administrator or mayor / lord mayor with a certificate, whereby the medal becomes the property of the borrower.

Requirements for the award

  1. The prerequisite for the award of the Disaster Protection Medal is the active time already completed and belonging to a unit or facility of the disaster protection according to Section 26 HBKG.
  2. Active service time is only considered to be the time if the person to be loaned has regularly participated in disaster control operations and exercises. The active service period of 10, 25 or 40 years can also consist of several (interrupted) periods of time. Creditable service periods, on the other hand, are military or community service or political persecution for the reasons of which the entrusted person was not able to perform his service period.
  3. The most important prerequisite for the award, however, is that the entrusted person was or is still in active service when this provision comes into force (i.e. on November 19, 2008) or thereafter.

Reasons for refusal

The Civil Protection Medal is not awarded to persons who are unworthy as a result of a conviction for an intentional crime or for other reasons. In addition, the disaster control medal can be withdrawn if it becomes known after the award that the recipient appears unworthy of the award or that his behavior would justify a withdrawal. This also applies in the event of a later conviction.

Civil Protection Merit Medal

The Disaster Protection Merit Medal can be awarded to anyone who has made special contributions to disaster protection. Like the Civil Protection Medal, it is awarded in three stages:

  • Level I (bronze): is awarded to people who have made significant contributions to civil protection through their work or who have distinguished themselves through courageous and determined behavior in disaster protection operations.
  • Level II (silver): is awarded to people who have made outstanding contributions to civil protection through their work or who have distinguished themselves through particularly courageous and determined behavior in disaster protection operations.
  • Level III (Gold): is awarded to people who have distinguished themselves through particularly courageous and determined behavior in disaster control operations at considerable risk to life and limb . The Disaster Protection Merit Medal can also be awarded to non-members of a disaster protection organization or authority.

General

If a higher level of the Medal of Merit is awarded, the lower level must be discarded, but remains in the possession of the recipient. The disaster control merit medal in gold is personally awarded by the Prime Minister of the State of Hesse, whereas the disaster control medal in bronze, silver, gold, and the disaster control merit medal in bronze and silver are given by the responsible minister for disaster control. All three levels are handed over with a corresponding award certificate. The medals of merit become the property of the borrower. Incidentally, the Civil Protection Merit Medal of Levels I to III can be awarded to persons who do not belong to a civil protection organization.

Requirements for the award

The implementation provisions also regulate the context in which one can speak of a bronze, silver or gold level award for the disaster control merit medal.

  • Bronze level: The “substantial improvement in disaster control” cannot be achieved through a one-off service. So the entrusted must have made these "improvements" for a certain period of time and above all with sustainability. Not only theoretical aspects should be considered, but also practical ones. Furthermore, scientific achievements or organizational tasks that have led to significant improvements are also to be rewarded.
  • Silver level: Here, too, the silver level should not be awarded by one-off action that could deserve the title of outstanding improvement in disaster control. The entrusted is said to have performed these acts over a longer period of time, whereby not only local restrictions should be observed, but also supra-local effects, e.g. B. within the county or administrative district. In addition, the principles laid down for the award of the Bronze Disaster Protection Merit Medal should apply.
  • Gold level: The narrow evaluation standard for the gold level requires a thorough questioning of whether or not the person to be lent was actually exposed to considerable danger to life and limb and, in particular, through courageous and determined behavior when working for civil protection. If not all of the facts have been met in full, awarding the first level in gold for the disaster control merit medal is out of the question. This underlines the high value of this level.

Reasons for refusal

The Civil Protection Merit Medal is not awarded to persons who are unworthy as a result of being convicted of an intentional crime or for other reasons. In addition, the Civil Protection Merit Medal can be withdrawn if it becomes known after the award that the recipient appears unworthy of the award or that his behavior would justify withdrawal. In addition, the Disaster Protection Merit Medal cannot be awarded to anyone who has already received another award from the State of Hesse (e.g. the Fire Protection Decoration) for the same performance. However, exceptions are possible.

Common rules

Proposal authorization

The chairperson of a disaster control organization or the head of such a facility or a disaster control authority is entitled to propose both types of medals.

General principles

The applications are to be signed by those entitled to make proposals. In addition, the circumstances that should lead to the award are to be explained in detail with this application and corresponding statements of the superordinate disaster control authorities must be attached. The applications are then sent via official channels to the authority responsible for disaster control for final processing. Both types of medals are to be handed over in a dignified manner as part of a ceremony.

Carrying method

The Civil Protection Medal and the Civil Protection Merit Medal are only worn on the left side of the chest on special occasions. For civilian suits, a smaller pin can be worn on the lapel, whereby in the case of multiple awards only the highest of the awarded levels is worn.
