The Kemi-Lappmark ( Swedish Kemi Lappmark , Finnish Kemin lappi ) was a Lappmark (historical division of the settlement area of the seeds ) in today's Finland . When the area was part of the Swedish Empire, Kemi-Lappmark included the extensive Sami-populated area on the upper reaches of the Kemijoki river in the eastern part of Finnish Lapland . The area included the parishes of Kittilä , Sodankylä , Inari and Kuolajärvi (now Salla). After the area of today's Finland fell to Russia in 1809 , the division into Lappmarken in the newly founded Grand Duchy of Finland lost its administrative significance and the area was incorporated into the province of Oulu .
