Tilting part is an outdated term from electronics.

The tilting part designates a sub-circuit of a television receiver or an oscilloscope , which ensures a periodic deflection of the electron beam in the cathode ray tube by tilting oscillation in a vertical or horizontal plane.

With tube or semiconductor circuits, a sawtooth voltage is generated, which deflects the electron beam in a fixed time sequence. As a result, a grid can be generated which can display image information via brightness modulation. The cathode ray tube display makes use of this type of display.
