Concentration zone (wind turbines)

A concentration zone for wind turbines , also a wind power zone or wind power concentration zone , is an area specified in the land use plan in German building planning law according to Section 35 of the Building Code (BauGB) , in which wind turbines are to be erected in the outdoor area as a priority. It creates an exception to the regulation of Section 35 (1) No. 5 BauGB, which declares wind turbines outdoors as so-called privileged projects to be permissible in principle.

Principle of the privileged endeavor

Construction projects that serve the research, development or use of wind energy are generally permitted under building planning law in the outdoor area, i.e. a building permit must be issued if the provisions of building regulations are also observed. The purpose of this regulation is to remove any building law obstacles to the approval of wind turbines and to increase the share of renewable energy in the energy supply.

Purpose of the concentration zones: Planning control options for the municipalities

A disorderly approval of wind turbines possible due to the explained principle can be countered by the municipality by designating one (or more) concentration zones for wind turbines in the land use plan . As always with the development of the zoning plan, a coherent planning concept must be drawn up based on an investigation of the entire municipality.
