Koubanychbek Kulmatov

Koubanychbek Kulmatow is a Kyrgyz politician and former mayor of the capital Bishkek .

Career

Kulmatov's career began at the Kyrgyz customs authority, where he was hired in 2004. In 2010 he became head of the customs authority and held this post until 2013. After the resignation of Isa Omurkulov , who was Mayor of Bishkek from April 2010 to December 2013, Kulmatov was named on January 5, 2014 by the Social Democratic Party of Kyrgyzstan (SDPK) as Candidate for mayor nominated and shortly thereafter confirmed as new mayor by Bishkek city council. His term of office ended in February 2016 and was succeeded by Albek Ibraimow . Kulmatov then headed the Kyrgyz-Russian development fund, and in 2018 he moved again as head of the customs authority. In the run-up to the presidential election in October 2017, there was speculation about Kulmatov's candidacy for the Social Democrats, but the SDPK nominated Sooronbai Dscheenbekow , who subsequently won the election.

Corruption allegations

With the change of power from former President Almasbek Atambayev to Sooronbai Dscheenbekow, Kulmatov lost support, as he was considered a confidante of former President Atambayev. In the context of the power struggle between Atambayev and Dscheenbekow, numerous former confidants of Atambayev were dismissed by his successor in the presidency and in many cases were charged. On May 18, 2018, charges of suspected corruption were brought against Kulmatov . The basis for the process is a process from his time as mayor, at the center of which is 2 million US dollars in Chinese funding for the construction of schools. Kulmatov is said to have channeled these funds into the construction of a school on the outskirts of Bishkek via the account of the mayor's office, without having initiated a proper tendering process.

Kulmatov himself described the allegations as politically motivated and assured that the school was built in a legal manner. The trial of Kulmatov and his successor in the office of mayor, Albek Ibraimov , who was also accused of corruption, was a recurring topic in the Kyrgyz media. The process was delayed again and again as numerous negotiation dates were postponed and many applications were submitted. Kulmatov requested, among other things, that the process be terminated on the basis of military secrets that could become public in the course of further investigations. Kulmatov was imprisoned for the duration of the trial, which was repeatedly extended due to the delays. Kulmatov was finally sentenced on December 23, 2019, and he was released on payment of five million som .
