The plastics cluster in the Oberbergischer Kreis ( Oberbergischer Kreis ) has one of the highest concentrations of employees subject to social security contributions in Germany.

In a comparison of the three top German regions in rubber and plastics processing, a cluster index of 5.33 means that - in relation to total employment - there are five times the number of plastics employees compared to an “average” German location.

At the beginning of 2005, the Oberbergische Kreis began to systematically examine the strengths of the location in terms of clusters; In 2006, the cluster management was filled full-time with Wilfried Holberg, employee of the Oberbergischer Kreis. In 2007, a steering group was formed from companies and the Cologne University of Applied Sciences, Campus Gummersbach.
Since January 1st, 2008, the Oberbergischer Kreis has been a member of "Kunststoffland NRW eV" on behalf of its companies. At the beginning of 2009, the Kunststoff Initiative Oberberg eV (KIO eV) was founded. At the beginning of 2010, a funding project started, supported by regional companies, the state of North Rhine-Westphalia and the EU, which aims to establish the first German cluster search engine.

The plastics initiative works in three areas of activity:
- New markets / plastics in medical technology
- Personnel / young talent development
- Knowledge management in clusters / cluster search engines
The search engine for the cluster in the Oberbergischer Kreis has since been further developed and expanded to include the topic of plastics in Germany.
