Latviešu Pagaidu Nacionālā Padome

Latvijas Pagaidu Nacionalā Padome (Latvia's Provisional National Council) was an amalgamation of political groups that declared independent Latvia on November 29, 1917. A year later, the council merged with the Democratic Bloc to form the Latvian People's Council , which proclaimed the Republic of Latvia on November 18, 1918 .

It was founded on October 13, 1917 in St. Petersburg . Various Latvian political parties were represented, excluding the Latvian national minorities as well as the Mensheviks and Bolsheviks . The political position of the provisional National Council was radical and anti-German.

The work of the council was made more difficult by the occupation of Latvian territory first by the Germans and then by the Bolsheviks.

In 1917, in the German-occupied part of Latvia, a rival organization was established that also included the Mensheviks. This was the "Democratic Bloc" with the later head of state Kārlis Ulmanis as chairman.

After a compromise on the future ministerial posts, the two organizations merged to form the Latvian People's Council in November 1918.
