List of operating bans for the airspace of the European Union

The list of operating bans for the airspace of the European Union (also: black list ) is a list of the European Commission in which air carriers are listed

  1. whose entire operation in the community is prohibited, or
  2. whose operation in the community is restricted.

It lists both individual aviation companies and states whose companies licensed there are generally not allowed to fly to EU countries. The list also applies in Switzerland.

The ban on airlines from entire states can only be considered if the state cannot or does not want to monitor the airlines in its area in accordance with international security standards. The suspended airlines have the opportunity to react and work towards removing the reason for the suspension. The Congolese airline flyCongo announced in March 2012 that it would scrap six obsolete aircraft in a public and media-effective manner in order to regain the trust of the European Community after the plane crash in July 2011 (74 dead).

When examining an operating ban, the following points are taken into account:

  • Evidence of serious safety deficiencies of an air carrier, e.g. as a result of ramp inspections, operating bans by third countries or based on information about incidents that indicate latent systematic safety deficiencies.
  • The airline's lack of ability or willingness to remedy security deficiencies, such as a lack of transparency in security issues or inadequate plans to remedy identified security deficiencies
  • Inability or willingness of the relevant authorities to remedy security deficiencies, such as a lack of international cooperation after security concerns have been raised or the inability to enforce applicable security standards.

In addition, operating bans are regularly issued against aviation companies which, especially when using outdated aircraft, cannot prove that the necessary maintenance intervals are being maintained and properly carried out. Applications for registration can be submitted by airports and air traffic control in EU countries, but the Commission can also impose flight bans on its own initiative if there is a reason.

The list has been published since March 2006 and is updated approximately every three months. The list is published in the Official Journal of the European Union . There are also online versions on the Internet. Travel agencies and airports are also aware of the current status.

Eurocontrol , headquartered in Brussels, ensures compliance with the regulations . The European air traffic control monitors the entire upper airspace in the EU. It checks the registration of every single aircraft that flies into European airspace and compares this with the entries on the black list. The decision about the onward flight or sanctions lies with the national European authorities, for Germany with the Federal Aviation Office .
