The list of presidents of Serbia (Serbia and Montenegro) lists the presidents of Serbia as part of the Federal Republic of Yugoslavia , which was created on April 27, 1992 through the dissolution of the Socialist Federal Republic of Yugoslavia , and renamed Serbia and Montenegro on February 4, 2003 .

After the end of Milan Milutinović's term of office, several presidential elections failed due to the low turnout. Only after the parliament had abolished the regulation through an amendment to the electoral law, according to which an election was invalid if the turnout was below 50%, a new president could be elected in Boris Tadić. During the 18 months in between, the presidency was temporarily taken over by the respective Serbian parliamentary speaker. In the two failed presidential elections in 2002, Vojislav Koštunica (1st election in the second ballot on October 13 with 68.4% of the votes and 45.5% turnout; 2nd election in the first ballot on December 8, 2002 with 57.5% of the votes with 45.1% voter turnout) a majority of the votes. The election on November 16, 2003 failed in the first ballot because of the participation of only 38.8%, without a candidate having achieved a majority of the votes cast.
