Lottery is a term from German public procurement law .

Allocation of lots refers to the division of a public contract into partial or specialist lots . It is the antonym to the overall award.

Legal meaning

In German public procurement law, according to Section 97 (4) sentence 2 GWB , public contracting authorities are generally obliged to award a public contract in lots. A total award is permitted under Section 97 (4) sentence 3 GWB as an exception if economic or technical reasons so require.
