Luobei ( Chinese 萝北 县 , Pinyin Luóběi Xiàn ) is a district of the district-free city of Hegang in the Chinese province of Heilongjiang . It has an area of 6,761 km² and has 230,000 inhabitants. Its main place is the large community Fengxiang (凤翔 镇).
