The Mediapulse Foundation for Media Research is the official reference for radio and television research in Switzerland. It is commissioned by the Federal Department of the Environment, Transport, Energy and Communication to measure radio and television viewing rates. The foundation was established in 2007 to take on the tasks of user research set out in the federal law on radio and television.

The Board of Trustees consists of six representatives from each of the three interest groups SRG SSR, private TV and radio broadcasters and the advertising industry. The foundation board members are elected by the Department of Environment, Transport, Energy and Communication. The president of the foundation is Franziska von Weissenfluh. The foundation delegates all operational tasks to its subsidiary Mediapulse AG .

Media research is also regulated in the federal law on radio and television. Article 78 describes the purpose of usage research and states that the Foundation is responsible for collecting independent, scientific data on radio and television usage in Switzerland. The organization is to ensure that the Swiss program organizers and scientific research have sufficient data on radio and television usage. The federal government pays for this from income from radio and television fees.

New technology creates problems

On January 1, 2013, a new technology was introduced to collect TV ratings, which was supposed to realistically map modern TV consumption. Due to the numerous changes compared to the old method, the new system provided different data. This led to a judicial blockade of the data for several months, as the economic consequences would be too drastic for some stations. On July 31, 2013, the television data was released after an agreement between Mediapulse and 3 Plus.
