Militia Act (1903)

The 1903 adopted Militia Act , also known under the name " Dick Act ", is an American federal law , which the National Guard organized in its present structures. Elihu Root , then Minister of War , initiated the law after the course of the Spanish-American War revealed blatant training deficiencies that had also affected the combat effectiveness of the regular ground forces.

The Militia Act , which was not the only law with this name, brought together various authorities in the Department of War . In addition, the new federal reserve was subjected to the same technical and physical requirements as the regular units . These quality standards were submitted to officers' control.
