The Minshutō Seiken Kōtai ni Sekinin o motsu Kai ( Japanese. 民主 党政 権 交代 に 責任 を 持 つ 会 , dt. About "Assembly that takes responsibility for the takeover of government by the Democratic Party"), own abbreviation Minshutō Kokumin no Koe ( 民主党 国民 の声 , "Democratic Party - Voice of the People") was a group of members of the Shūgiin , the lower house of the Japanese parliament . It was founded on February 17, 2011 by 16 members of the Democratic Party (DPJ), in particular members of the Ozawa group , the faction of the former party leader Ichirō Ozawa . The group was chaired by Kōichirō Watanabe .

In the Ichirō Ozawa donation scandal, the trial began in January 2011; At the same time, the Democratic Party is discussing disciplinary measures up to and including expulsion, which Ozawa's supporters try to prevent. During the deliberations on the budget-related laws for the year 2011 beginning in April, the 16 MEPs announced their departure from the DPJ parliamentary group and the formation of a new parliamentary group. They initially want to remain party members, but threaten to block the budget laws if the party leadership under Naoto Kan takes action against Ozawa. In the vote on the budget itself, which can be decided by a simple majority in the Shūgiin, the 16 members abstained by absenteeism. The party's executive council announced disciplinary action.

With the earthquake in Tōhoku in March 2011, the internal party conflicts initially took a back seat. But at the end of the year Watanabe and a number of other members of the group left the Democratic Party entirely and founded the Shinto Kizuna . After Ozawa himself resigned in 2012, 15 of the original 16 members of the group became a member of Ichirō Ozawa's future party before the Shūgiin election in 2012 after various intermediate stations , Hiroshi Kawaguchi switched to Nippon Ishin no Kai . All 16 lost their mandate in 2012.
