A mobile emission measuring device ( ger .: Portable emissions measurement system, PEMS ) is a mobile device that can analyze the exhaust emissions from motor vehicles during a real road trip. In the European Union , PEMS devices are used to carry out the RDE procedure for type testing.

In response to the emissions scandal , the German Federal Motor Transport Authority purchased two PEMS devices in autumn 2016.
