In the National Coalition Germany - Network for the Implementation of the UN Convention on the Rights of the Child , around 120 nationwide organizations and initiatives from various areas of society have come together with the aim of making the UN Convention on the Rights of the Child known in Germany and promoting its implementation.

Frame of reference

The UN Convention on the Rights of the Child (Convention on the Rights of the Child, UN CRC) was passed on November 20, 1989 by the UN General Assembly . It is the first agreement that establishes the international recognition of the human rights of children ( children's rights ) and defines binding minimum standards under international law for the benefit of children and young people between the ages of 0 and 18 in 54 articles. It has now been ratified almost universally and is therefore the human rights instrument with the highest level of acceptance by the international community.

According to Article 44 of the UN CRC, the contracting states are obliged to submit an accountability report to the United Nations two years after ratification of the UN CRC and every five years thereafter. In it, the states must report on what they have done to advance the realization of children's rights in their country. This state report will be submitted to the UN Committee on the Rights of the Child. The first state report was presented to the UN Committee in 1995 and the second state report followed in 2004. The third and fourth state reports were presented simultaneously in 2013. The combined fifth and sixth state report of the federal government was published on April 4, 2019. The National Coalition Germany published the civil society report to the United Nations on October 22, 2019.

The UN Committee on the Rights of the Child, based in Geneva, consists of 18 experts who work in a “personal capacity”, ie do not belong to any government. When reviewing the state reports, the members of the UN Committee on the Rights of the Child also seek advice from non-governmental organizations (NGOs) from the respective countries. These include UNICEF (the United Nations Children's Fund), of course, but also many other NGOs. In most countries associations and organizations have come together to form a network: the so-called National Coalitions. You are requested by the UN Committee on the Rights of the Child in accordance with Art. 45 of the UN CRC to prepare a “supplementary report” to the respective state report.

Based on these reports and hearings, the members of the UN Committee publish the so-called “ Concluding Observations ”. This is where praise, complaints and recommendations from the UN committee on the respective state report are recorded.

Since 2013 the “National Coalition Germany - Network for the Implementation of the UN Children's Rights Convention” has been a registered association. Previously, the “Working Group for Child and Youth Welfare - AGJ” was the legal entity. The National Coalition Germany is financially supported by the Federal Ministry for Family, Seniors, Women and Youth ( BMFSFJ ). Comprehensive information on the national and international implementation process is available from the coordination office on request.

Politicians are primarily responsible for creating suitable framework conditions to improve the living conditions of young people. The UN Convention on the Rights of the Child can only be put into practice if a comprehensive social dialogue takes place in which goals are set, concrete steps to be taken are shown and their implementation is monitored and warned.

Within the organization, working groups are formed on individual child rights issues, such as the thematic network of refugee children and the themed network of education. The National Coalition Germany is a member of the Human Rights Forum , the CoRA Network for Corporate Responsibility, Child Rights Connect and is the national partner network for Eurochild.

goals and tasks

Its main goals and tasks include:

  • to critically monitor the reporting of the Federal Republic of Germany to the UN Committee required under Art. 44 UN-CRC and to promote the discussion of reporting at federal, state and municipal level,
  • to organize a broad professional dialogue on the implementation of the UN CRC in various areas of society,
  • Support forms of direct participation by children and young people in the discussion about the implementation of the UN CRC,
  • to promote international exchange on the implementation of the UN-CRC for organizations in the Federal Republic.
