National Education Report Germany

Education in Germany is an indicator-based report with a constantly changing focus. The study, also known as the National Education Report, is jointly funded by the federal and state governments and by a group of independent scientists led by the DIPF | Leibniz Institute for Research and Information in Education created. It appears every two years.

Subject matter and purpose

The National Education Report is prepared on behalf of the Standing Conference (KMK) and the Federal Ministry of Education and Research (BMBF) and appeared for the first time in 2006. The basis is the agreement between the federal government and the federal states from spring 2004 to present a joint national education report every two years, which should serve as accountability for the entire education system. The data are supplied by the federal and state statistical offices. The aim of the report is to make changes recognizable at an early stage through a long-term and continuous observation of the education system in its entirety and in this way to provide indications for political action.

Author group

The report is submitted by a group of authors who co-authored it. The DIPF | is in charge of this Leibniz Institute for Educational Research and Educational Information , the previous educational reports also included the German Youth Institute , the Sociological Research Institute Göttingen at the Georg-August University and the German Center for University and Science Research (formerly HIS Institute for University Research of the HIS University Informations-System GmbH).

methodology

The report "Education in Germany" is based on indicators, whereby the group of authors does not want to deny that aspects beyond empirically ascertainable and qualifiable information are important for the education system. The report is also based on the three target dimensions:

  1. individual ability to regulate,
  2. social participation and equal opportunities as well
  3. Human resource.

The scope and quality of the institutional educational offers is considered across the spectrum of educational areas and levels, i.e. under the central idea of ​​education in the life course.

The basic understanding is the problem-oriented analysis of education in Germany. This analysis is based on indicators and empirically reliable data and largely dispenses with evaluations: "Problem orientation means making areas in the education system that are sensitive to politics and the public transparent, but not making political recommendations."

Data sources

The data are mainly obtained from official statistics (child and youth welfare statistics, school statistics, vocational training statistics, microcensus , time budget study, etc.), but also from data collected in the context of research and made regularly available ( large scale assessments , socio-economic panel , BIBB / IAB survey and other representative surveys ). The data are selected according to their informative value and regular appearance. The incoming indicators are calculated on this basis.
