The DIPF | Leibniz Institute for Educational Research and Educational Information is a scientific institution in the field of educational research . At the same time, the DIPF develops and provides research infrastructure and information infrastructure offers . The institute's target groups are science, administration and practice in the education sector, which the DIPF supports through empirical research and evaluations on the German education system (e.g. scientific support for educational reforms), through applications (e.g. for measuring student competencies) and through information services (e.g. for specialist publications). The DIPF has locations in Frankfurt am Main and Berlin and, as a member of the Leibniz Association, is financed by the federal and state governments. In addition, the institute solicits third-party funds that are awarded , for example, by the German Research Foundation. The DIPF cooperates with several scientific institutions, including the Goethe University in Frankfurt and the Humboldt University in Berlin .
The DIPF was founded in 1951 by the State of Hesse under the name University for International Educational Research in Frankfurt am Main . This university was in the tradition of American re-education policy and that of Robert Havemann and the educational reformer Fritz Karsen founded German Research Academy in Berlin-Dahlem. The first director for many years was Erich Hylla .
Since 1952, the institute resided in the building of the former Kaufunger School in Frankfurt-Bockenheim , Schloßstraße 29. In 1964 it was renamed the German Institute for International Educational Research (DIPF) , incorporated into the Königstein State Agreement and henceforth jointly financed by all federal states. Since 1977 funding has been provided equally by the federal and state governments. In 1992, the DIPF took over parts of the Academy of Pedagogical Sciences of the GDR, which were merged into the DIPF Department Library for Research on Educational History (BBF). The BBF is a research library with a special collection area for the history of education based in Berlin.
In the years after its founding, researchers such as Eugen Lemberg , Walter Schultze and Heinrich Roth worked at the DIPF alongside Erich Hylla . Influential DIPF researchers in the recent past are or were Wolfgang Mitter , Hermann Avenarius and Lutz Eckensberger. Marcus Hasselhorn , Eckhard Klieme , Kai Maaz , Marc Rittberger and Sabine Reh are currently directors at the institute. In November 2018, the DIPF moved into a new institute building on the Westend campus of the Johann Wolfgang Goethe University in Frankfurt am Main . At the same time it was renamed again: to DIPF | Leibniz Institute for Research and Information in Education .
Focus of work
Among other things, the DIPF is involved in research on the international comparison of educational quality and educational returns. This includes the PISA study . Among other things, the DIPF took over the German project management of PISA in 2009 and in 2015 is responsible for all internationally used questionnaires on the conditions under which young people learn. The already completed DESI (“German-English Student Achievement International”) study is another example of research at DIPF. Central offers in the area of the scientific infrastructure services of the DIPF are the specialist portal pedagogy , the virtual specialist library for the subject pedagogy, and the German education server - both provided together with numerous cooperation partners - as well as the research data center for education accredited by the council for social and economic data . The latter is part of a supra-regional research data infrastructure .
Part of the research at DIPF focuses on the quality of learning and teaching in general education . For this purpose, partly international questionnaire and performance studies as well as qualitative longitudinal studies are carried out to check the effectiveness of an intervention . In order to empirically record the learning outcomes of schoolchildren, models and measurement methods of psychometry are developed with which selected competencies can be recorded and described.
National Education Report
The report Education in Germany is an empirical inventory of the German education system that appears every two years. The National Educational Report is drawn up by DIPF scientists in collaboration with other research institutions. The report looks at the entire German education system, but is also always dedicated to selected key topics. So far these have been "Education and Migration " (2006), "Educational Transitions following Upper Secondary Level II" (2008), "Education and Demographic Change " (2010), "Cultural Education" (2012), "People with Disabilities in the Education System" (2014) and again “Education and Migration ” (2016).
In addition to the DIPF, the authors of the national education report include the German Youth Institute , the Hochschul-Informations-System GmbH , the Sociological Research Institute in Göttingen and the statistical offices of the federal and state governments. The creation of the education report is funded by the Standing Conference (KMK) and the Federal Ministry of Education and Research (BMBF).
Another focus is the interdisciplinary research center on early childhood education, IDeA (Research on Individual Development and Adaptive Education of Children at Risk) , founded by the DIPF and Goethe University in cooperation with the Sigmund Freud Institute .
Here, scientists investigate how social and neurocognitive factors can influence the development process of children and what risks exist for educational success - for example in children with attention deficit / hyperactivity disorder (ADHD) or a migrant background . The aim is to improve children's learning opportunities.
The IDeA center was initially funded as part of the state offensive for the development of scientific and economic excellence (LOEWE) of the Hessian state government and, in 2014, was transferred to the DIPF as a permanent coordination task by resolution of the Joint Science Conference.
TBA - Center for Technology-Based Assessment
TBA (Technology Based Assessment) is an interdisciplinary research and infrastructure center at DIPF that develops technology-based procedures for recording learning outcomes. It supports educational research institutions and projects in the implementation of performance and questionnaire surveys, for example by developing and providing software. In addition, TBA conducts basic and application-oriented research. TBA is involved in national and international projects such as B. at the studies PISA and PIAAC as well as at the National Education Panel NEPS .
