The State Offensive for the Development of Scientific and Economic Excellence (LOEWE) is a research funding program implemented by the State of Hesse since 2008 , which is coordinated by the Hessian Ministry for Science and Art . LOEWE serves the structure formation and internal differentiation within the Hessian research landscape. The Hessian state government expects LOEWE u. a. an increase in the number of Hessian institutions that participate in joint research funding from the federal government and the federal states, an increased ability of Hessian research institutions to acquire third-party funding from supraregional research programs, improved economic value creation , especially from the applied sciences , and, last but not least, deeper cooperation in this context between universities and technical colleges .

implementation

LOEWE pursues three funding lines: LOEWE centers, LOEWE focal points and LOEWE joint projects.

LOEWE centers

LOEWE centers serve to expand existing university and non-university research resources, especially those that can be used cooperatively, into local or regional research centers. The funding volume amounts to 2 to 8 million euros per year. The maximum funding period, including discontinuation funding granted in exceptional cases, is 7 years.

Ten centers have been funded since 2008, such as the Biodiversity and Climate Research Center .

LOEWE focus

In the form of the LOEWE center quite similar, the LOEWE focus borders on this v. a. thanks to a leaner dimensioning: the funding volume is between 0.5 and 1.5 million euros annually. Including a possible, but not mandatory, phase-out financing, the LOEWE focus can be financed from LOEWE funds for a maximum of 4 years.

LOEWE joint project

The Loewe joint venture is much more economically oriented than the aforementioned funding lines. The focus here is on improved cooperation between universities and small and medium-sized companies. The primary goal is the creation of marketable products, services and processes. The normal funding period is three years.

According to information from the Hessian Ministry of Science and Art, 20 million euros were invested in LOEWE in 2008 and 45 million euros in 2009. For 2010 a total funding volume of 95 million euros has been announced, from 2011 of 90 million euros annually. A total of 410 million euros is to be made available in the legislative period from 2009 to 2013.
