University Pact

The Higher Education Pact , actually Higher Education Pact 2020 , is an administrative agreement between the federal government and the federal states ( Article 91b, Paragraph 1 of the Basic Law), which "serves in particular to achieve the high number of students forecast due to the double Abitur class." The higher education pact is often used alongside the Excellence Initiative and the Pact for Research and Innovation as one of the “three pacts” which are intended to bring about increased promotion of science and higher education in German science policy through cooperation between the federal and state governments. In some cases - as in a key issues paper of the Alliance of Science Organizations from June 2013 - there is also talk of a “package of pacts”.

The higher education pact is now divided into three phases, the higher education pact I with a term between 2007 and 2010 and the higher education pact II with a term between 2011 and 2015. This was followed by a further extension to 2020.

University Pact I (2007-2010)

The Higher Education Pact I was signed on August 20, 2007, the Higher Education Pact II on June 24, 2009 by the heads of government of the federal and state governments and was last amended by a resolution on June 13, 2013.

Compared to 2005, 91,000 additional first-year students were forecast for the years 2007 to 2010 due to the double Abitur classes. According to the first pact, the federal government is making 566 million euros available for this, and the federal states have pledged “the total funding”. For the University Pact II, the plans initially assumed 275,000 additional first-year students compared to 2005. Since the professional academies in Baden-Württemberg were subsequently included, the number was reduced to 245,000. The federal government is making 3.2 billion euros available for this.

University Pact II (2011-2015)

In 2011 the federal and state governments agreed that the University Pact II would be increased by up to 1.5 billion euros. This should finance 305,000 additional first-year students. The projections were exceeded several times by reality, which became visible in 2012 and 2013. Based on the new figures, a total of 625,000 additional first-year students are expected for the period from 2011 to 2015; In order to finance these additional places, a further increase was decided in April 2013: the federal government is now making 2.2 billion euros more available, the states are providing “comparable” financial services and want to “secure overall funding”.

University Pact III (2016-2020)

On October 30, 2014, the federal and state governments agreed in the GWK on the continuation of the university pact until 2020.

In the third phase of the Higher Education Pact, from 2016 onwards, the federal states will use ten percent of the federal and state funds for measures to reduce drop-out rates.
