Pact for Research and Innovation
The Pact for Research and Innovation (some short PFI ) is a research-funding initiative of the German Federal and the countries that will enter the non-university publicly funded research institutions planning security through continuous budget increases. It concerns the budget of the Helmholtz Association , the Max Planck Society , the Fraunhofer Society , the Leibniz Association and the German Research Foundation . An annual budget increase of three percent is to provide research organizations with an additional 150 million euros per year.
In return for financial planning security, the scientific organizations have committed themselves to research policy goals; these are above all:
- better networking in the science system
- more international cooperation
- more transfer between science and business
- "attract the best minds to science"
- Improving equal opportunities
The pact was adopted in June 2005 and initially ran from 2006 to 2010. In October 2008, the Joint Science Conference agreed to continue the pact until 2015, and most recently in October 2014 to update it as Pact III from 2016 to 2020. In May 2019 a continuation of the Pact (PFI IV) from 2021 to 2030 was decided. The pact was initiated in 2006 as part of the Federal Government's “Offensive for Innovation and Growth”, which was supposed to provide an additional six billion euros for research and development. For the non-university research organizations, it is the counterpart to the Excellence Initiative that promotes German universities.
