The Council for Social and Economic Data (RatSWD) is an independent body of empirical scientists and representatives of the most important public institutions for data collection . Its fundamental goals are to improve data use and data access for empirical research in accordance with data protection and the further development of data collection methods , in particular through the establishment and continuous evaluation of research data centers . It was set up in 2004 by the Federal Ministry of Education and Research .

tasks

In a wide variety of facilities, such as B. in the statistical offices of the federal states and the federal government and the social insurance institutions , data about living and working in Germany are collected and processed with great effort.

It is the task of the RatSWD to create the conditions so that this data can be better evaluated and used in practice in the future. The main aim is to enable regulated access and to ensure the quality of the microdata in the long term. In addition, new data sources are to be developed for scientific purposes. The extensive use of databases from different sources should enable reliable statements to be made about the status and changes in society. In the series RatSWD Working Papers, the RatSWD regularly publishes articles on the design of statistical infrastructure and research infrastructure in the social, behavioral and economic sciences.

activities

In November 2004, the RatSWD was appointed by the Federal Ministry of Education and Research (BMBF) on the recommendation of the "Commission for the Improvement of Information Infrastructure Between Science and Statistics" (KVI) . The RatSWD is supported in its work with funds from the BMBF with the aim of sustainably improving the research data infrastructure for empirical research in Germany and thus contributing to its international competitiveness.

The RatSWD initiates the dialogue between science , politics and data production and offers forums for the exchange of expectations, problems and suggestions. Further tasks are in particular the following:

  • Recommendations for securing and further improving data access, in particular by setting up, setting standards and continuously evaluating research data centers and data service centers,
  • Recommendations for improving the use of data through appropriate documentation and provision of scientific data (research data portal; metadata),
  • Advising scientific organizations on the infrastructure of data-supported research and teaching,
  • Recommendations on research topics and tasks that concern the conceptual further development of data infrastructures at national, European and international level,
  • Recommendations on how the production and provision of research-relevant data can be designed more efficiently,
  • Advising the federal ministry responsible for research and the state governments on the further development of the science-based data infrastructure,
  • Advice to public (and private) data producers,
  • Advising data producers on the recognition of scientific research institutions (certification) where membership of independent science is not institutionalized,
  • Preparation and implementation of the conference for social and economic data and, if necessary, further specialist colloquia and workshops on research data infrastructure.

Members

The RatSWD consists of ten (until 2010: six) representatives from data production and empirical social and economic research. The representatives of the most important data-producing institutions are appointed immediately. The scientific members are elected at the conference for social and economic data (KSWD), which takes place every three years. The RatSWD is in its 7th term of appointment (2020–2023).
