The Leibniz Institute for Ecological Spatial Development eV (IÖR) is a non-university research institution based in Dresden . His research activities are thematically oriented towards ecological questions of sustainable development . The institute is a non-profit, registered association and a member of the Gottfried Wilhelm Leibniz Scientific Community (WGL).

history

The "Institute for Ecological Spatial Development" was founded in 1992 on the recommendation of the Science Council and included in the joint federal-state funding as an institute on the Blue List . Predecessor institutions were the Sächsisches Bauinstitut (SBI), Dresden, and the Landesbauforschungsinstitut Sachsen (LBFI), Leipzig, which arose from parts of the GDR building academy . In 2003 the institute was renamed "Leibniz Institute for Ecological Spatial Development".

tasks

According to the statutes of the institute, it has the task of “exploring basic questions of an ecologically oriented spatial science in a national, European and international context in an interdisciplinary way”. The focus here is on “initial conditions and development prospects as well as strategies, methods and instruments for ecological spatial development”.

The institute conducts research in the following scientific areas:

  • Change and management of landscapes
  • Environmental risks in urban and regional development
  • Resource efficiency of settlement structures
  • Monitoring of settlement and open space development
  • Economic aspects of ecological spatial development
  • Sustainability transformations of cities and regions

In addition to research, the statutory tasks of the institute include research-based knowledge transfer and thus advising politics and society as well as promoting young academics.

The institute also operates a special scientific library with a specialist focus on topics relating to ecological spatial development. The library holdings include around 20,000 media units and 120 periodicals that are currently available (as of 01/2018). The inventory can be researched online in the institute's webOPAC.

With the monitor of settlement and open space development , the institute offers an application that is freely accessible on the Internet. The IOER Monitor provides information on the structure of the area and its development, as well as the quality of the landscape, throughout the Federal Republic of Germany. It was developed with the aim of helping cities and regions to develop in a way that conserves resources and space.

Cooperations

Together with the Academy for Spatial Development in the Leibniz Association in Hanover , the Leibniz Institute for Regional Geography in Leipzig , the Institute for Regional and Urban Development in Dortmund and the Leibniz Institute for Spatial Social Research in Erkner the IÖR forms the space Scientific Network (5R ) .

The most important university cooperation partner is the Technical University of Dresden . The head of the IOER, Marc Wolfram , is also the holder of the "Chair of Spatial Development" in the Faculty of "Environmental Sciences". In total, the IOER has five joint appointments with the TU Dresden. Together with the TU Dresden and other non-university research institutions, the IOER is a member of the DRESDEN-concept science association.

Together with the Technical University of Dresden , the Leibniz Institute for Ecological Spatial Development runs the Interdisciplinary Center for Ecological and Revitalizing Urban Redevelopment (IZS) in Görlitz . As a "Joint Urban Lab", the IZS works on questions of ecological and revitalizing urban redevelopment and urban transformation in an interdisciplinary and application-oriented manner. The IZS goes back to the Görlitz competence center revitalizing urban development.

The institute also organizes the Dresden Leibniz Graduate School (DLGS) together with the Technical University of Dresden. This is an internationally oriented spatial, economic and social science graduate school. At the DLGS, university graduates and young academics with professional experience are given the opportunity to do a doctorate in an interdisciplinary study program. Annually (every two years until 2014) the Graduate School offers up to four scholarships for a period of three years.

The cooperation with the United Nations University Institute for Integrated Management of Material Fluxes and of Resources at the United Nations University in Dresden is also important for the internationally oriented work of the institute . Together with UNU-FLORES and the Technical University of Dresden, the IOER organizes the Dresden Nexus Conference every two years. The international conference deals with the question of how the sustainable handling of environmental resources (soil, water, waste) can be more successful through linked approaches and is thus devoted to central overarching questions of sustainable urban and regional development.

financing

According to the financing model of the so-called Blue List institutions, half of the institute is financed from funds from the federal government and the federal states in the form of deficit financing. The federal portion is borne by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), three quarters of the state portion by the Saxon State Ministry for Science and Art (SMWK). The remaining quarter of the country share is divided among all countries according to the Königstein key . The institute has a total budget of EUR 8.30 million, including EUR 1.96 million in third-party funding (as of December 2016).
