The Federal Center for Health Education ( BZgA ) is a German higher federal authority within the portfolio of the Federal Ministry of Health . The authority is based in Cologne and is headed by Heidrun Thaiss . The BZgA was founded in 1967. It is a member of the working group of departmental research institutions .

tasks and activities

The BZgA has the task of promoting the willingness of the citizens to behave in a responsible and healthy manner and to use the health system appropriately. The main focuses of the BZgA are AIDS prevention , sex education , addiction prevention for legal and illegal drugs , child and youth health, healthy nutrition and organ donation . In addition, studies and investigations are carried out or commissioned in order to improve the educational work. The studies are published regularly.

When it was founded, the BZgA was given the following tasks:

  • Development of guidelines and principles for the content and methods of practical health education
  • Providing of training and further training for persons in the field of health education and information
  • Coordination of health education and health education in Germany
  • Cooperation with abroad in these specialist areas

The tasks of the BZgA also include advice, the creation of specialist publications, databases, market analyzes and exhibitions. The Prevention Act of 2015 gave the BZgA new additional tasks and additional employees.

Evaluation

In 2006 the Federal Government commissioned the Science Council to evaluate the activities of the BZgA as a departmental research facility of the Ministry of Health. In its opinion, the Science Council came to the opinion that the BZgA was doing important work and had scientific potential, which was not sufficiently exploited and too rarely resulted in relevant publications. Her work program is very broad and lacks a focus on core competencies. Because of a lack of staff, employees have little time to publish research results. Third-party funds are also only acquired sporadically - apart from sponsoring by industry.

Implementation of the Prevention Act

In 2017, the umbrella association of statutory health insurance companies criticized the role of the BZgA in the implementation of the Prevention Act. This law obliges the health insurance companies to pay 32 million euros annually to the BZgA, for which this prevention program is to be developed. The BZgA would pass these funds on to subcontractors who, however, did not adhere to the schedules and did not complete the tasks in the agreed quality. The work results could not be accepted, the outflow of funds therefore stagnated. Coordination processes and communication with the BZgA and its subcontractors have repeatedly remained non-binding or incorrect. The BZgA resisted the criticism and argued that the National Association of Statutory Health Insurance Funds had not made use of the BZgA's expertise and had rejected the concept proposals.
