Spain sent the Navarra to Ceuta to reinforce the Spanish claims to possession of the Isla del Perejil , which arrived there on July 15, 2002 with the frigate Numancia (F83) , see Parsley War .

On December 9, 2002, at the request of the United States Government, Navarre intercepted the unflagged freighter So San . This happened several hundred miles southeast of Yemen as part of Operation Enduring Freedom . The Navarra fired the freighter in front of the bow after it failed to comply with an order to turn and tried to flee. The cargo of the ship, which was manned by North Koreans , consisted of 15 R-17 missiles, 15 warheads and containers with nitric acid . Yemen announced that the cargo belonged to the country and protested the detachment.
