Lower Saxony Federation for Free Adult Education

The Lower Saxony Association for Free Adult Education e. V. (short nbeb ) was founded in August 1954. It represents the common interests and positions of publicly funded adult education in Lower Saxony on a political level. Cooperation with the Lower Saxony Ministry of Science and Culture (MWK) is intended to ensure that the innovative strength and efficiency of the institutions are maintained and developed.

Adult education in Lower Saxony until 1954

During the Second World War, the structure of adult education that had developed into the 1930s was largely destroyed. In addition, the National Socialists' propaganda programs shattered confidence in public training institutions. After the war, under the action of the Allies, a comprehensive reconstruction of the buildings, structures and the credibility of institutional adult education had to take place.

In Lower Saxony, this reconstruction was carried out quickly and in an extremely structured manner. The "Association for Adult Education Hanover" was founded as early as October 1945, whose task was to bundle the democratic adult education initiatives in Hanover and to sponsor the Hanover Adult Education Center. The aim - especially in the shadow of the Second World War - was to specifically promote “free” adult education and thus achieve a certain decoupling of adult education and the state.

Foundation of the Lower Saxony Confederation for Free Adult Education

The Lower Saxony Association for Free Adult Education evolved from this. V. (nbeb). It was founded on August 14, 1954 by the National Association of Adult Education Centers, the Education Association for Work and Life and Rural Adult Education as the umbrella organization of independent and public adult education providers.

Three educational policy goals were primarily pursued:

  • The development of efficient adult education institutions with a plural structure,
  • the state recognition and promotion of these institutions on the basis of a state law and
  • their independence from the state.

Development until 1970

In the following years, the working groups of Catholic and Protestant adult education, the regional association of folk high schools and the educational organization of the German salaried workers' union also joined the nbeb.

By bundling the interests of seven adult education associations, sustained pressure was built on the state government to create legal framework conditions for adult education in the state of Lower Saxony.

Adoption of the Lower Saxony Adult Education Act (NEBG)

On January 13, 1970, the Lower Saxony Adult Education Act (NEBG) was finally passed in the state parliament. In addition to the financial support from the state of Lower Saxony, "the right to independently design the curriculum, (...) the free choice of managers and employees and the freedom of teaching" [1] were established.

The NEBG was the first adult education law in Germany and thus set lasting accents in the education policy discussion. Following on from this, other federal states also passed corresponding laws.

Development after 1970

A conflict of interest led the National Association of Adult Education Centers to leave the nbeb that same year. Even if the Bildungswerk der Niedersächsischen Wirtschaft (Bildungswerk der Niedersächsischen Wirtschaft) in 1988 and the Association of Lower Saxony Educational Initiatives became members of the nbeb in 1992, a crucial institution in the Lower Saxony adult education landscape was missing.

After discussions, the old conflicts could be resolved, so that the regional association of adult education centers became a member again in 1994. Since then, nbeb has once again been the umbrella organization for all recognized state institutions for adult education.
