The Lower Saxony Municipal Constitutional Law (NKomVG) is the "municipal constitution" of the Lower Saxony cities, districts and municipalities as well as the Hanover region and is therefore the legal basis for the development of municipal structures in Lower Saxony on the basis of the self-government guarantee of the Basic Law ( Art. 28 Paragraph 2 Clause 1 GG ) and the Lower Saxony state constitution (Art. 57 Para. 1 NV).

Since November 1, 2011, the NKomVG has merged the Lower Saxony municipal code , the Lower Saxony district code , the law on the Hanover region and the law on the reorganization of the district and the city of Göttingen into a uniform Lower Saxony municipal constitution law.
