The Lower Saxony District Code (NLO) regulated how the municipal bodies were structured to perform and fulfill their tasks and functions. It thus had the same function for the districts as the Lower Saxony Municipal Code (NGO) had for the municipalities.

On November 1, 2011, the NLO and the NGO ceased to be in force and were replaced by the Lower Saxony Municipal Constitutional Law (NKomVG).
