Non-paper

Non-paper (also non-paper , or aide-mémoire , dt. "Non-paper") is a non -sanctioned and thus officially not be cited publication.

In the diplomatic parlance of the European Union , the term includes documents that are informally submitted by one actor in order to test the acceptance of proposals or draft contracts among the other parties. If such a paper meets with resistance, it can be withdrawn at any time because it is not an official document but a non-binding discussion paper. One example is the concept presented by Germany and France in November 2019 for organizing a conference on the future of Europe .

A non-paper can also lay down the essential content of an oral demarche in diplomatic correspondence . The non-paper is written on paper without a letterhead and does not contain a heading, entry or closing form, date, signature or official seal in order to avoid the weight of a formal written declaration and to prevent the paper as a document from being passed on to one of the parties involved as the declaring party or the recipient is officially attributable. However, the fact that a non-paper is in writing is intended to ensure that the interlocutor can forward the essential content of the oral demarche to his government without transmission errors.

In contrast to official information, non-papers from an authority are only drafts and notes that should not become part of a process and are therefore not publicly accessible according to the Freedom of Information Act (IFG) ( Section 2 No. 1 IFG). Because of their unofficial or provisional character, they are informal, but not confidential , but are not commented on publicly by their author.

The contents of a non-paper reflect a discourse and future-oriented hypotheses and ideas consciously without the claim to develop completed scientific arguments in a finalized form. Rather, they are to be understood as an invitation to reflection, to debate, to contradict and to grapple with developments and perspectives.
