The term norms screening ( e-government ) stands for the review to be carried out by the federal government of all administrative legal provisions of the federal government to determine whether existing written form requirements can be waived . In addition, regulations on personal appearance are checked to determine whether they can be replaced by electronic identification . The measure is based on the legal mandate in Article 30, Paragraph 2 of the E-Government Act (EGovG). It will affect all areas of administrative law and will be completed by July 31, 2016.

The written form continues to be one of the biggest obstacles to end-to-end electronic administrative procedures . With the E-Government Act, new possibilities have been created to replace the personal signature with other technical procedures ( De-Mail or use of the new ID card ), but these are not (yet) particularly widespread among citizens and businesses . For the promotion of electronic administrative procedures, as many procedures as possible are to be created, which can be handled via "normal" e-mails .

Importance for e-government

Simple electronic administrative procedures are cheaper and less time-consuming for citizens and companies, because e.g. B. Card readers for the new ID card or the establishment of a De-Mail account are not required. The elimination of the obligation to appear in person eliminates travel and waiting times. This enables administrative matters to be dealt with independently of time and place, as it is linked to fewer requirements. The measure is therefore a contribution to the promotion of nationwide electronic administration in Germany .

Importance for reducing bureaucracy

The abovementioned reduction in the requirements to initiate certain administrative procedures , for example by waiving the requirement for a signed application, reduces the workload for citizens and businesses when complying with legal regulations (so-called compliance costs). This compliance effort is an expression of the bureaucratic burden that new or changed legal regulations cause for those affected. The easier it is to access a service offered by the administration , the lower the bureaucratic burden for citizens and businesses.
