The OTCA ( Portuguese: Organização do Tratado de Cooperação Amazônica / Spanish: Organización del Tratado de Cooperación Amazónica / English: Amazon Cooperation Treaty Organization (ACTO) / Dutch: De Organizatie van de Overeenkomst voor Amazonische Samenwerking (OOAS)) - Tratado means something like “State Treaty” in Spanish and Portuguese - is the organization of the eight Amazonian states that emerged from the Amazonas Pact (Tratado de Cooperación Amazonica, TCA) on September 2, 2003 .

The Amazonaspakt was launched in 1978 to strengthen cooperation between the Amazon countries, at that time primarily with the aim of enforcing the respective national sovereignty over the Amazonian territories against international interests. Later, the idea of sustainable development in the Amazon became more and more important in the activities of the alliance.

The seat has been in Brasília since it was founded .
