He was born in 1942 in the province of Sainyabuli and grew up in the capital Vientiane . There, Pierre Somchine Nginn , author of one of the first novels written in the Lao language, was one of his early teachers.

In the 1960s, Outhine held various jobs and began publishing short stories in newspapers and magazines. He joined a group of writers that included the children of the eminent Lao scholar Sila Viravong . From this group he married his daughter Douangdeuane Viravong , who is herself an important writer.

Outhine worked during the Lao Civil War and continued after the Communist victory in 1975 by writing for the state publishing house. Many of his stories shed light on traditional aspects of Lao rural life. At least one collection has been translated into English as Mother's Beloved .
