Parliamentary advisor

By unprotected term Parliamentary counselor or fraction Speaker employee (some is in the German speaking Senior employees ) a fraction of a Parliament (Bundestag, parliament), respectively.

The parliamentary advisors / group officers are responsible for the content and organizational support of the working groups and working groups of the respective groups. They prepare topics for discussion and decision-making, maintain contact with ministries, associations and organizations, and advise the parliamentary group, especially the specialist representatives, on all issues relating to their area.

The terms "speaker", "subject librarian" or "research assistant" are also used synonymously.

The common designation in Baden-Württemberg is parliamentary advisor, while in Bavaria the designation is parliamentary adviser.

The areas of activity of the parliamentary advisors or speakers are usually based on the respective working groups of the parliamentary group, which in turn are based on the parliamentary committees (e.g. finances, economics, internal security).

In terms of hierarchy, the parliamentary advisors or speakers usually belong to the higher service or are comparable employees. In Baden-Wuerttemberg, if they were civil servants, they hold the official title Parliamentary Council. This covers the salary spectrum from A 13 to A 16. The formal requirement is therefore regularly the completion of a relevant master’s degree or an equivalent degree. The equivalent qualifications include, for example, a university diploma, master's degree and first state examination with a standard period of study of at least eight semesters. The master’s degree at universities of applied sciences must be accredited.

Parliamentary advisors or speakers are often also civil servants from specialist authorities (especially ministries) who are on leave.

Other members of a parliamentary group are usually:

  • The parliamentary group manager who heads the parliamentary group office and coordinates the group's work.
  • The press officer and the press officers
  • The personal assistant to the group chairman
  • Other employees (IT, administration, secretariat)
