Parliamentary stenography

Parliamentary stenography is the transcription by stenographers of parliamentary debates.

An early example of parliamentary stenography can be found in Marcus Tullius Tiro , who recorded the speech of the Roman politician Marcus Tullius Cicero against Catiline in Tironic notes . In Germany, the Bavarian shorthand pioneer Franz Xaver Gabelsberger was the first to write shorthand during the parliamentary debates in the Bavarian state parliament. In the course of time, shorthand services were set up in all German state parliaments and, since 1870, in the German Reichstag, and from 1949 in the German Bundestag and Bundesrat. Around 200 people currently work as professional stenographers in Germany. Most of them are organized in the Association of Parliamentary and Negotiating Stenographers.

In the German Bundestag , 16 parliamentary stenographers and eight auditors are on duty on a session day, always two stenographers at the same time. The stenographers replace each other every five minutes and the auditors every 30 minutes according to a fixed schedule. In addition to the wording of the speech, applause, heckling and the events in the plenary hall are recorded, insofar as their description makes it easier for a later reader to understand the speech. In between operations, the parliamentary stenographers dictate the shorthand to an employee and check that the minutes are correct. Incorrect linguistic images, incorrect or incomplete quotations and obvious errors in content, for example incorrect dates, are also corrected, insofar as these can be checked. Before the minutes are published, the MPs can proofread the transcript again. You are allowed to smooth the language, but not change the content.

For the training to become a parliamentary stenographer, a university degree, or at least the Abitur, is usually expected - for example in the Lower Saxony state parliament, but also in other state parliaments as well as in the Bundestag and Bundesrat.
