Philippe Biamby

Philippe Biamby (born September 21, 1952 ) was a member of the High Command of the Haiti Military Forces ( Forces Armées d'Haïti (FADH)), Chief of Staff of the Haitian Army and Deputy of Raoul Cédras during the military rule from 1991 to 1994 in Haiti.

General Philippe Biamby was charged with participating in the Raboteau massacre carried out by military and paramilitary forces on April 24, 1994 , in which an estimated 20 people were killed. As a member of the High Command of the Haiti Military Forces (FADH), Biamby was seen as the initiator and chief responsible for the massacre.

When the US armed forces arrived in Haiti in September 1994, Biamby fled to Panama , where he was granted political asylum. An extradition request from Haiti in 1998 was not followed.

Philippe Biamby was charged in 2000 for his involvement in the Raboteau massacre and sentenced in absentia to life imprisonment by a Haitian court on November 16, 2000.
